I'm trying to develop an VB application,which uses data from an Oracle server residing in my neighbour's system.
If my system doesn't have oracle client installed, would I be able to make ODBC connectivity?
Do I need to install oracle client mandatory to make my VB application interact with oracle server?
Can someone help me with thoughts?

As far as I understand you cannot make an ODBC connection without installing some client software.

Nevertheless, Oracle provides a downloadable instant client that you can ship with your application. For more info, see http://www.oracle.com/technology/tech/oci/instantclient/index.html
