can't start oracle management server [message #67869]

Hi,

My OEM was working and I didn't change anything. But I got this error when I starting the ManagementServer:

Error 1053: The service did not respond to the start or control request in a timely fashion.

Could you help me to solve this problem?

Verify the file: $ORACLE_HOMEjlibnetcfg.jar exists in the OMS�s Oracle_home.
If it is missing, copy the file from the  installation CD. 
Start the Listener that is servicing the instance which stores the repository 

if this is not working, please post the other mesages and also look in trace file.
there might be some errors with 
SQLNET.AUTHENTICATIO_.SERVICES
