Looking for clues of root cause. Error in CreateOUIProcess(): 1260
Windows 7
Extracted win64_11gR2_client.zip into a temp directory.
via Explorer, right click setup.exe, run as administrator.
Dos windows appears: Preparing to launch Oracle Universal Installer....etc
Here is where the Error Dialog box appears. Click only option OK.
DOS window and Dialog closes, no other information.
Investigated the AppData/Local/Temp directory that the installer uses, and nothing there either.

I attempted to search for my described error, with no useful results, including metalink and other Oracle sites.

Any assistance is greatly appreciated.
